( for short: NBUPB ) | | NingBo Urban Planning Bureau is the functional department leading by Ningbo Municipal Government and charging the whole city’s planning.
The main responsibilities of NBUPB are as follows:
1) Carry through laws, rules, regulations and policies regarding plans for city & town, place of interest, surveying and reconnaissance of country’s and province’s; Entrusted to study and make draft of local rules and regulations of surveying and reconnaissance, then organize to put into practice after deliberating to pass.
2) Draw up medium-and-long-term plans and conduct to carry out for Ningbo planning of city & town, place of interest, surveying and reconnaissance; Guiding the working of each city & town, place of interest, surveying and reconnaissance.
3) Participating the making up for the whole society’s economical development plan, compiling work for provincial country & town’s system and general planning on land’s use; Taking part in land reservation, yearly soil-applying, real estate’s developing plan and city-building’s layout; Raising methods for annual land reservation and real estate’s developing plot, various technical and economical controlling indexes for lot-exploring; Joining important building projects’ feasibility research, spot-selecting working for the key projects beyond city’s planning district, invite bids & bid on land, auction in the city’s planning area and the preliminary device’s verification.
4) Mapping out compilation ways for inner city’s planning, scenic spots, surveying, reconnaissance and put into practice; Seeing to argumentation, reasoning, asking-affirm on planning of the inner district, scenic spots, and outcomes of surveying, reconnaissance; Charging all kinds of general planning’s technology inspection which belongs to each country(city) government place and city planning district entrusted by city government.
5) Charging planning for city and scenic spots and organize the enforcement; Manage the building’s land-using and projects including new-building, changed-building, physiognomy, temporary building, construction, advertising facilities, decoration, government’s engineering and other projects and issue "One book and two certifications"; Responsible for the management of surveying in Ningbo district, city reconnaissance, terrain and physiognomy; Taking charge of basic geographic data of city, establish and perfect basic geographic system, reviewing and issuing key geographic data.
6) Charging management of planning for city, scenic spots, surveying, reconnaissance; Drawing up development plan, science progress, technology & economy policy for planning of city, scenic spots, surveying, reconnaissance; Organize the application of significant science & technology subjects’ tackle key problem and outcomes; Deducting the introduction of important technologies, innovation, information, documents, statistics; Caring documents’ management for planning of inner city, scenic spots, surveying, reconnaissance.
7) Charging investigation and punish the behaviors which are against planning for city, scenic spots, rules and regulations of surveying and reconnaissance; Supervise the managing actions in surveying place, planning for city and scenic spots, surveying, reconnaissance; Take administrative reconsideration and lawsuit.
8) Taking on organization, personnel, labor of bureau and the subordinate party; Charging the bureau system’s talent-training, qualification-evaluation and certified qualification of registered planning engineer; Charging bureau system’s well-being of cultural and trade vogue.
9) Undertaking daily affairs of Ningbo Municipal Commission of Urban Planning Office .
10) Undertaking other affairs assigned by Municipal Government. |
